    This report introduces a conceptual model that defines the delivery model of a local government organisation to meet community needs. The model defines the life cycle of a service and an asset, and the integration responsibility, to ensure that services are provided through an integrated management approach. The study focused on each Council’s approach in managing the asset life cycles phases of Design and Creation to ensure service outcomes are met. The study also investigated each Council’s approach in understanding community needs and their consultation practices when creating the asset.
